Perth: Brit charged in Australia over e-scooter crash

A woman from the UK has been charged in Australia following the death of a man during an incident involving an e-scooter.
Detectives from the Major Crime Division are investigating the case which occurred in the Perth CBD on Saturday, 31 May 2025.
A man, Thanh Phan, died in the incident after she allegedly hit him while riding the e-scooter 'under the influence of alcohol'.
Later, the City of Perth suspended the hiring of e-scooters following the pedestrian's death.
In a statement, a spokesperson from the Western Australia Police Force said: "About 8.40pm, a male pedestrian and an e-scooter were involved in a collision on Murray Street at the intersection of King Street.
"The 51-year-old male pedestrian was conveyed to Royal Perth Hospital for treatment, where he remains in a critical condition.
"The 24-year-old female rider of the e-scooter was treated by paramedics for minor injuries, but did not require hospitalisation.
"The 26-year-old female pillion passenger was conveyed to Royal Perth Hospital for treatment of non life-threatening injuries."
A further statement was issued last Tuesday (3 June) after they charged a 24-year-old woman with ‘Dangerous Driving Occasioning Death - Under the Influence of Alcohol’ and ‘Dangerous Driving Occasioning Bodily Harm - Under the Influence of Alcohol’.
It's reported Alicia Kemp, from Redditch, had been out with a friend that evening.
The family of 51-year-old Thanh Phan's family said: “On Saturday night, Thanh Phan – a beloved husband, father of two, brother, and dear friend – was struck by an electric scooter and critically injured. Yesterday evening, we received the heartbreaking news that Thanh passed away as a result of his injuries.
"We ask that the media respect the privacy of Thanh’s family as they grieve their loss. We also call for a review of the governance and safety regulations surrounding hired e-scooters to help prevent further serious incidents that put lives at risk.
"The family has no other comment to make on the issue at this time.”
Police are urging any witnesses or anyone with information relating to the incident to call Crime Stoppers on 1800 333 000 or report the information online.

The court have also confirmed that Alicia Kemp’s bail was refused.
She was remanded in custody to appear in Perth Magistrates Court via video link on 15 July at 9:30am for mention.
