Flytippers targetted in Bournemouth, Christchurch and Poole

The council has appointed external officers to carry out patrols

A dedicated team has taken to the streets of Bournemouth, Christchurch and Poole to get tough on flytippers.

The BCP Council has appointed Waste Investigations Support and Enforcement (WISE) to carry out patrols, using the latest technology, to track down those responsible.

The 12-month pilot scheme will see WISE undertake investigations and prosecutions of flytipping duty of care and fly-posting incidents .

BCP Councillor May Haines said: " The external company WISE will carry out the investigations and trace back to who has actually done the flytip. Then if it is appropriate they will be issued with a fine or a Fixed Penalty Notice.

" As we all know, flytipping is considered an environmental crime and it's criminal in nature. Therefore if we have sufficient evidence we can issue a Fixed Penalty Notice."

All WISE officers are screened and vetted and are specialists in their field.

They also receive intensive introductory training and ongoing professional development to maintain high standards.

Fees for Fixed Penalty Notices (FPNs) for relevant offences covered by the pilot scheme have been set by the council in line with the legislation limits. They are as follows:

  • Fly-tipping: £200 within 14 days, £400 within 28 days
  • Fly-posting: £75 within 14 days, £150 within 28 days
  • Household duty of care: £200 within 14 days, £400 with 28 days
  • Failing to provide waste transfer notes: £180 within 14 days, £300 within 28 days
  • Commercial waste receptacles: £75 within 14 days, £110 within 28 days

WISE Officers will be responsible for the collection of all payments on behalf of the BCP Council. However, the council will decide whether to prosecute an individual or not.

If anyone refuses to pay the FPN, the council will progress the matter to the Magistrates Court.

Any successful conviction will see individuals prosecuted and fined for the offence.

This agreement doesn't include street littering, which will continue to be dealt with by the council.
