Four GMP officers to face misconduct hearings over discriminatory language

The IOPC found a case to answer for gross misconduct after an investigation into offensive conversations

Four Greater Manchester Police officers are set to face misconduct hearings after an investigation found they may have engaged in discriminatory and offensive conversations while on duty.

The Independent Office for Police Conduct (IOPC) confirmed its investigation concluded there is a case to answer for gross misconduct.

Two sergeants and two police constables are alleged to have used or failed to challenge offensive language, breaching standards of equality, respect, integrity and professional responsibility.

Officers referred after internal GMP report

The IOPC launched its investigation in July 2024 following a conduct referral from Greater Manchester Police.

Its final report, sent to the force in June this year, found the four officers may have breached several standards of professional behaviour, including equality and diversity, honesty and integrity, and their duty to challenge improper conduct.

A total of 10 officers were investigated. Five were found to have no case to answer, and a separate earlier investigation led to a GMP constable being dismissed without notice in February 2025 after making a racist and discriminatory comment about a colleague.

'Vital for public confidence'

Amanda Rowe, Director at the IOPC, said: “Officers are committed to maintain exemplary standards of conduct, integrity and professionalism so allegations like this are extremely concerning.

“It was vital for public confidence in policing that such matters were subject to thorough and independent scrutiny.

“It will now be for a police disciplinary panel to consider the evidence and reach a decision based on all the available information.”

Greater Manchester Police will now arrange the disciplinary proceedings.
