Businesses call for 'clarity' and a 'devolution deal that reflects Cornwall's identity'

Cornwall’s businesses are call for clarity, action, and ‘a devolution deal that works for them'.

Cornwall Chamber of Commerce are calling on the government to 'know if it's possible' for a more 'independent' investment deal to reflect Cornwall's unique identity.

According to the organisation, over half (57%) of its business members recently polled fear the county is at risk of being left behind unless it can forge an independent path, and repel proposals by Labour’s Deputy Leader, Angela Rayner, to form a combined authority with Devon.

John Brown, CEO of Cornwall Chamber, said:

"Cornwall is more than just another region. We are a proud Celtic nation with a distinct identity, an enviable cultural heritage, and untapped economic potential. Yet we are grappling with awful levels of child poverty, over tens of thousands of people on housing waiting lists, and a health and social infrastructure that is stretched beyond breaking point.

Through the survey, businesses have kicked back at the “Devonwall” proposition believing Cornwall will be treated as a “poor relation” compared to urban centres in Devon like Plymouth and Exeter. A loss of autonomy and the dilution of Cornwall’s voice in strategic decisions is among the key concerns, along with the potential erosion of “Brand Cornwall”. On the other hand, it is argued that a bespoke devolution deal tailored specifically to Cornwall’s challenges and opportunities is essential for strengthening the county’s economy, empowering local governance and preserving Cornwall’s unique identity.

But while the need for independence is resolute, confidence that it will actually happen is less certain. Almost half (47%) of businesses surveyed think it is unlikely that Cornwall will secure an independent devolution deal, with an additional 13% stating that it is very unlikely.

This mounting scepticism highlights the urgency for clear, actionable commitments from the Government says John Brown, CEO of Cornwall Chamber.

John added: "It’s time for the Government to recognise Cornwall’s unique position and take decisive steps toward a devolution deal that works for us. We need clarity on what’s possible, it would be deeply concerning to spend the next 18 months campaigning for something that doesn’t exist. We need a firm commitment to action for Cornwall, and the urgency to move beyond political point-scoring. Cornwall cannot afford to be sidelined while others progress."

John continues: “This is about more than governance. It’s about fighting for a richer, fairer, and kinder Cornwall a future where our economy thrives, our children have opportunities, and our communities prosper. To our members, we say this: your voice has power. Together, we can ensure Cornwall’s future is one of growth, autonomy, and prosperity. Let’s demand the change Cornwall needs and deserves.”

Cornwall Chamber is calling on the government:

  • To provide clarity
  • Recognise that a majority of businesses want a Cornwall deal.
  • Define what an independent deal could look like and whether it is truly achievable.
  • Be transparent about timelines and processes.
  • Certainty
  • Provide guarantees on funding and support for Cornwall, regardless of the chosen model.
  • Action
  • Engage directly with Cornwall’s leaders and business community to progress discussions without delay.
