BCP Council approves new ‘fair and transparent’ staff pay structure

For the first time since BCP Council was formed, all staff will be on the same pay structure

BCP Council has voted in favour of introducing a new single pay structure for employees, marking a major step in its efforts to deliver fairness and consistency across its workforce.

At a recent council meeting, councillors approved an additional £1.7 million in funding to implement the new structure, which will take effect from December 1st, 2025.

The move follows a long-running ambition of the council to harmonise pay and conditions since it was formed in 2019.

Millie Earl, Leader of BCP Council, said the proposal reflects the council’s commitment to its workforce: “Achieving fairness and equality in our pay and grading structure for our staff has always been our primary aim.

“The new structure means at least 92% of our employees would see either an increase or no change in their pay. Those facing a reduction will have their current salary protected for a further 18 months.”

Chief Executive Graham Farrant highlighted the wider benefits of the reform: “Providing consistency across our pay structure will allow us to attract and retain the skills and talent needed to deliver the best possible services for our residents.”

Earlier this month, trade unions GMB and UNISON overwhelmingly backed the proposed changes. A collective agreement is now expected to be signed in the coming months.

The council’s decision marks a significant milestone in its journey towards greater transparency, equity, and workforce stability.
