Has Banksy confirmed he's behind new Hull street art?

Has mysterious artist Banksy confirmed what many suspect, that he's behind some new street art that's appeared this week in Hull?
His official Instagram account's posted a photo of the Scott Street Bridge, which would appear to suggest that he IS behind the picture that appeared this week of the young boy wearing a colander as a helmet, carrying a toy sword with a pencil tied to the end.
It's accompanied by the slogan "Draw the raised bridge" in reference to the roadway across the River Hull being left in the raised position since the bridge was disused in 1994 when it was decided it was too weak to carry traffic and too expensive to repair.
