The 24-year-old, who has worked with Warburton before at both Watford and Brentford, is free to leave the Keepmoat Stadium after dropping out of Rovers boss Darren Ferguson's plans.
He will now have a medical at Gers' Murray Park training base ahead with a view to putting pen to paper when the transfer window opens on Friday.
Warburton said: I know Harry very well, I know him from Watford. We are working with Doncaster, who are being tremendous with us in that respect.
Harry is in having a medical today and we will see how that one progresses.
He has the quality on the pitch, that is very evident. Off the pitch he's a good lad and gets on well with the boys in the dressing room. He will add some quality to our squad.''
