Mid Scotland and Fife MSP, Liz Smith, also wants to see more detailed signs put up around Tayside's rivers, lochs and reservoirs.
It comes after the brother of Perthshire teenager, Kathleen Harkin- who drowned in the River Tay six months ago- urged the public to take more care around water.
Kathleen had been on a night out with friends in the North Muirton area of Perth when she disappeared.
Two days later, the Broughty Ferry lifeboat crew recovered the 15-year-old's body a few miles down the river near St. Madoes in Glencarse.
Ms. Smith offered her deepest sympathies to the schoolgirl's family, and said people need to be aware of just how dangerous open water can be.
She told Tay News: "This is a national issue and I think we have to be very clear indeed that there is both an education aspect to this and obviously a public safety angle too.
"This can come about through better awareness, signage and better instruction and that is the kind of thing we need to get across to people.
"The key message is that water can be extremely dangerous and it may look very tempting, particularly if it is a sunny day, but we always have to remember the risks as well".

A spokesperson for Perth and Kinross Council said: "There have been problems with signs elsewhere on the River Tay being stolen or vandalised so we are looking at the best way of replacing these."
