It's understood a "suspicious package" which caused the Municipal Buildings in Forfar to be evacuated was a letter implying it contained anthrax.
A large portion of the town centre was cordoned off yesterday as emergency services wearing specialist chemical suits investigated.
The letter was taken away for extensive testing but it's not thought to have contained a harmful substance.
Yesterday, there was a huge cordon up around most of Castle Street and big presence from emergency services- including police, fire crews and paramedics.
Police say there was never any risk to the public.
