The Canada international has signed until the end of the season.
Haber spent two seasons in Perth after leaving West Brom in the summer of 2010 and scored four goals for Saints.
He then played for Stevenage, Notts County and Crewe, hitting 10 goals for the Alex last season.
The 27-year-old left Crewe in the summer but scored for Canada in a 4-0 victory over Mauritania earlier this month.
Manager Paul Hartley has been looking for a new striker since losing Greg Stewart to Birmingham just before the transfer deadline, having earlier seen last season's top goalscorer, Kane Hemming, leave for Oxford.
Dundee stayed bottom of the Premiership on Sunday when they went down 2-1 to St Johnstone but can leapfrog Partick Thistle at Dens Park on Wednesday night.
