Millar is in his 10th season at McDiarmid Park, with details of a testimonial match still to be confirmed. He has made 321 appearances for Saints since joining from Morton in 2008.
Wright told the club's official website: "Chris is obviously the most notable of those being released as he has been here since the summer of 2008 and has made a huge contribution to the club's success over the past decade, not least the Scottish Cup success in 2014, top-six league positions and European campaigns.
"Like Alan Mannus and Steven MacLean, Midgey has given me everything as a player and will always be well thought of and welcome back to McDiarmid Park.
"We've also decided not to renew the contract of Keith Watson, who has been so unlucky with injury in his two years here and that's the main reason he hasn't made the impact we all hoped, although I think anyone who saw him in his half-dozen starts would understand why we were keen to secure his services."
Former Dundee United and St Mirren defender Watson spent the first half of the season on loan at Hartlepool and the 28-year-old has only made two appearances since returning.
Scott Tanser, Murray Davidson and Steven Anderson are in talks over new contracts.
Saints face Motherwell on Saturday in a crucial match in the battle for seventh place in the Ladbrokes Premiership.
Wright said: "We can't afford to lose this game if we are to finish seventh.
"A win would help us, but Motherwell are in possession of it and they will see that they are favourites.
"I would like to be in their position but at least we are in with a chance of seventh place."
