Emergencies currently handled at call centres in Inverness and Aberdeen will be dealt with in Tayside by April 2017.
It comes as part of a cost-saving drive to reduce the number of control rooms from 8 to 3.
Concerns have been raised over a loss of local knowledge and increased pressure on staff.
But the fire service maintained they would continue to respond to every 999 call.
