The 28-year-old Englishman has become something of a cult hero at the Ibrox club since signing from Preston for a reported fee of £1.8million in the summer but has scored only three times.
Henderson, who was a star for the Light Blues in the 1960s and early 1970s, watches Mark Warburton's side regularly and believes Garner will soon add to his tally if he receives the correct supply from his team-mates.
The ex-Rangers winger told the club's official website: "You can see the effort that young lad is putting in and I really hope the goals start flowing for him, in fact I'm confident they will.
"For any main striker it's important to get the right service and without that it's not going to be easy for them.
"I remember when Jim Forrest scored his 54 (57) goals in the 1964/65 season and you had myself, Willie Johnston and Jim Baxter - and others - providing the passes and crosses into dangerous areas.
"I'm not expecting any player to get near Jim's incredible tally that year but if Rangers can get the ball in the box for Garner I've no doubt he can score goals consistently, just as he did with Preston in 2014/15 when he scored 27 goals.
"He's brave, energetic and tough so if he can find that killer touch in front of goal I think Joe will be a real asset for this Rangers side."
