The Buddies have been on the look out for a boss since sacking Alex Rae last month.
Now - after failing with bids for Billy Davies, Neil Warnock and John Hughes - the Paisley outfit have turned to Alloa manager Ross.
The 40-year-old spent two years as a player with Saints but his task now will be to turn their season around. The club currently sit bottom of the Labrokes Championship without a win from eight games so far.
Ross took over at Alloa last December but was unable to prevent them from being relegated to League One. However, their fortunes have improved this season after winning their first 10 games of the campaign.
Ross - who has also held coaching roles at Dumbarton and Hearts - told the club's official website: "I'm delighted to be named the new manager of St Mirren Football Club. I have fond memories of my time in Paisley as a player and can't wait to get started."
Saints chairman Gordon Scott added: "I was very impressed with Jack when we got a chance to meet and am delighted to have him on-board as our new manager.
"I look forward to working alongside him as we look to bring success to the football club."
