The 46-year-old held talks with the club's board on Friday morning and an announcement confirming the deal is expected shortly.
Rae - whose has managed Dundee between 2006 and 2008 before working with Paul Ince at both Notts County and Blackpool - replaces Ian Murray, who quit last week after just six months in the job.
St Mirren were relegated from the Premiership last season but their attempt to bounce back at the first attempt has fallen flat. The Paisley side have won just two league matches so far this season and sit only a point above the relegation play-off spot.
