The 26 and 27 year-old men are due to appear at Inverness Sheriff Court on Wednesday 30th September.
Police are appealing to anyone with information or who witnessed the vehicle - a blue BMW Coupe - travelling in the city centre yesterday to contact them.
It's understood the car was driven at speed from the South Kessock area onto the A9 Southbound and then onto the A96 last seen heading East towards Nairn around 12.15pm yesterday afternoon.
The vehicle was later traced in the Balloch area.
