The men were held following disruption at Dingwall's Victoria Park where Ross County took on Dundee United on Saturday.
Police said further arrests were possible.
The game kicked off at 3pm and ended in a 3-2 win for Dundee United.
Match commander Colin Gough said: 'It is disappointing that a small minority of fans were involved within disorder in the ground. Disruptive behaviour will not be tolerated in any format. Inquiries are continuing and there is potential for further arrests.'
