A 33-year-old man and a 29-year-old woman were arrested following the drugs find in Peterhead, Aberdeenshire, and are expected to appear at the town's sheriff court.
Police said the haul is one of the largest drugs seizures in the north-east in recent years and was secured on Friday by officers acting on a tip-off as part of Operation Banook.
The operation was launched in October in response to concerns about drug use, drug dealing and violence in Peterhead and Fraserburgh.
Chief Inspector Elaine Logue, Aberdeenshire north area commander, said: This operation continues to target all those who wish to involve themselves in drug activity and organised crime. We will continue in our efforts to make the north-east of Scotland a hostile place to deal controlled drugs, and to ensure there is nowhere to hide.''
