In two years time Highland Council is expected to have racked up a billion pounds of debt.

A report written for councilors says that the organisation relied on borrowing last year to meet its savings target.

Derek Yule is in-charge of finance at the local authority.

He says Highland Council doesn't borrow more than it needs, despite an ambitious capital programme to invest in the Highland infrastructure of roads, schools and other buildings:-
