Following last weekend's incident at Elgin Rotary's fireworks display at the Cooper Park, the group has issued details of their initial assessment.
Elgin Rotary say there was a fault with a firework, loaded in a cassette, meaning it was pointed at a lower angle - causing it to travel towards crowds.
"Full risk assessments" were carried out before the event - although some people ended up burned by falling fireworks.
The group say safety cordons exceeded recommended regulations for spectators and from their enquiries, "no one was taken to A&E as a result of the incident"
During the event, 21-year-old mum Kimberley Sharp was watching on with her 7-month-old baby.
"Fireworks were coming towards us, and one near enough hit the pram, but luckily my daughter was in her dad's arms and he'd ran with her, so thankfully she wasn't in the pram"
Footage on social media from those at the event near the pitch n putt area showed burning fireworks showering spectators.
The charity say their risk compliance team are continuing to work with environmental health on the investigation.
The statement goes on to say, "Elgin Rotary Club has served the Elgin and Moray community for many years and has staged many large events, with safety always being the number one priority"
