Moray's SNP Group Rules Out Council Challenge

It had been exploring alliances as the largest party, but couldn't attract enough support.
The local authority will continue to be run as a Conservative/Independent coalition.
This comes as an Elgin councillor rejoins the ruling group after quiting last year in in opposition to town's West Link project.
James Allan left the administration in December.
His return means the Conservative/Independent coalition now has 12 members.
The SNP Group holds 11 of the 26 local authority seats.
