Potholes in Lymington and Milford-on-Sea have been daubed with penis graffiti in an apparent plea to have them repaired.
Daniel Wilson, who spotted the graffiti in Lower Pennington Lane and posted photos on Facebook, said he hoped it would prompt action from the council.
Many Facebook users found the photos humorous, with one commenting: "That's hilarious, if this is the only way highways will get on and take action, so be it."
While another respondent said: "This is coarse and vulgar, it is obscene and offensive to those of a sensitive nature.
"Whoever is doing this should have a little consideration for people of a gentler nature please."
A spokesperson for Hampshire County Council said: "Graffiti on road surfaces in Lymington and Milford-on-Sea has been reported and will be removed.
"However, graffiti does not normally present a safety issue to road users and would generally not take priority over fixing potholes and other road defects.
"In this case, our engineers will visit the site to assess the road defect and will erase the graffiti whilst they are on site.
"If the pothole is considered to be a safety concern, it will be prioritised in line with the risk it presents and then scheduled for repair."
