Extra powers for police in Southampton during Hallowe'en

A number of dispersal orders will be in place on Tuesday

Police in Southampton are being given temporary extra powers to help keep the city safe during Hallowe'en and prevent anti-social behaviour.

A number of dispersal zones are now in effect in the city until 9.30pm on Sunday evening (October 29th).

They cover Bitterne Park and Harefield, Portswood Road and surrounding areas, and the University of Southampton's main campus, and wall also be in effect on Tuesday evening and Wednesday morning (October 31st-November 1st).

A separate order will also be put in place in Thornhill between 5pm on Tuesday and 4am on Wednesday.

Several dispersal orders will be in effect over the weekend, and again on Tuesday.

The orders, issued under Section 34 of the Anti-social Behaviour, Crime and Policing Act, allow police to order a person to leave the area and not return within the specified time period.

Those who refuse to comply with the order risk being arrested, as they are committing a criminal offence.

Hampshire Police has said those aged under 16 will be taken to their home address, with officers speaking with their parents.

Acting Inspector Dean Marsh-Clasby from the Southampton North Neighbourhood Policing Team said:

“We want to make sure everyone can enjoy the Halloween festivities in a safe environment.

“Hopefully we will not need to use these powers, but we will not hesitate to take action should it be needed."

Police have not ruled extending the times zones are in effect, or extending them to more locations.

In addition, officers will be allowed to require a person to remove any item believed to be worn for the purpose of concealing their identity.

The force says it would tackle those believed to be out to commit anti-social behaviour and crime.

Insp. Dean Marsh-Clasby added:

“There are loads of activities and events going on for people to get involved in across the city, and we will be on patrol throughout Halloween weekend and on the day itself.

“Please do come and speak to us if you have any concerns or questions, and if you’re not sure what’s going on in the area we will be able to help signpost you to an age-appropriate activity.”
