Infection rates across the area have dropped rapidly in recent weeks.
Dr Lincoln Sargeant, North Yorkshire's Director of Public Health, said:
"If you lose control and you get rapidly increasing rates of infection, there are few things that can stop a pandemic in full flight; and I think that's a message that needs to get across, it isn't at that stage an argument about economy versus health.
"I think if we work together we can get those numbers down really low and that creates a safer environment when our relatives come for Christmas etc.
"I think that's the positive message that this is within our control; and if we act responsibly then we can manage this period without the evitable.
"The rates are sufficiently high that any of the districts could see a sudden spike; conditions still remain volatile in that respect so we have to be vigilant and we have to be careful."
