The council says if they can be approved and connected they could be up and running next Summer
Key final talks are underway in Glasgow as nations aim to conclude a climate agreement.
But campaigners are angry that the latest draft text appears to have been watered down.
It is the last day of the COP6 climate summit with world leaders in attendance.
Michelle Donohue-Moncrieff, Cabinet Member for the environment and sustainability at Scarborough Borough Council, said:
"There's a risk we end up as a country incurring higher costs in manufacturing and other countries in effect can produce goods cheaper but they're actually then producing more carbon emissions as a result. So you do need a global impact because we live in a world of a global supply chain where goods come from all over the world.
"One of the things about net zero is because it's in 'nice words' about the environment, you're actually talking about producing a lot of energy, using a lot of engineering, using a lot of materials and it's not always green fields, it's actually mining, manufacturing and all those other things that need to be worked on."
She explains some of what Scarborough Borough Council have planned:
"We have done the assessment on all the council owned car parks and we've identified the ones that we think are suitable. I think there's around 15-22 will qualify for Northern Powergrid connection.
"That will at least then allow people to charge in our car parks so it's a step forward. It's in addition to the ones you tend to see now and supermarkets tend to have them. Everybody has to do their bit, the more these units become available and more and more people are buying electric vehicles, so that option needs to be there."
