Report finds ex-HMP Humber prisoner was not given drug overdose kit

A report has found that a former prisoner from HMP Humber was not given a drug overdose kit on his release.

Michael Fox was 43 when he was released from the prison in March of 2022, after being sentenced to 14 months in prison for violent offences and burglary.

After being released on March 14th, the man was found dead in his room the following morning, with a post-mortem finding that he had a cocktail of drugs including cocaine and heroin in his system.

A report from the Prisons and Probation Ombudsman - which looks into the deaths of prisoners within two weeks of their release - found that Mr Fox had not been given a drug overdose kit upon his release.

At the time, HMP Humber - alongside a number of other prisons - had been providing naloxone kits to prisons who were at risk of opioid overdoses as they were released.

Naloxone kits - also known as narcan - are able to help reverse the effects of an overdose of narcotics including heroin and methadone.

However, as Mr Fox was discharged from the prison, he was not provided with one of these kits - which played a role in his eventual death the next day.

Mr Fox was believed to have suffered with substance misuse, including alcohol, cannabis, amphetamines, heroin and crack cocaine during his life.

The results of the report found that the partnership between the prison and the health care system should investigate the circumstances surrounding the issuing of the kits.

The report also recommended that those in the healthcare sector of the prison should ensure that detainees who have a long history of substance abuse are provided with the kits when they leave prison.

Since then, HMP Humber have said they are looking into a review of their policy of providing naloxone and they are learning from Mr Fox's death.
