Sunderland, Leeds and Aberdeen topped a list drawn up by finance firm OneFamily, following a study of issues such as affordable houses and work-life balance.
Workers in Leeds were least likely to move for higher pay, the research suggested.
A survey of 2,000 adults indicated the highest cost of living was in London and Brighton - where travel, housing and other bills were higher than average salaries
