But Chief Executive of West Yorkshire sport, Nigel Harrison, says it's not all bad news.
"Leeds is one area that’s bucking the trend - it went higher and has remained high and has even gone up again in the last 12 months."
With the city attracting big events like the Tour de France and next year's World Triathlon Series, Leeds is to be used as a model to help boost participation in the rest of the UK "We need to look at Leeds as a model of how we get more people playing sport. It’s not as easy in the other areas obviously because Leeds has been particularly successful in attracting - over the last few years - large scale events... The whole profile of sport in Leeds has been raised over the last couple of years phenomenally."
