The leader of Bournemouth, Christchurch and Poole says they can't simply build more roads to tackle congestion across the area.
Drew Mellor told a BCP Council Facebook live session that government evidence shows it's not the solution as cars will just fill them up.
The Transforming Travel proposal aims to give people the option of walking and cycling, particularly for shorter journeys.
Bournemouth is the sixth most congested town in the county.
