A woman from Derby is facing a court appearance after being issued parking fines to the sum of £1906.
Rosey Hudson began using a car park on Copeland Street for work in February 2023, which is owned by Excel Parking Ltd.
At the time she was using it, the parking meter was broken, therefore she used an app to pay. Due to a lack of mobile phone service in the car park, Ms Hudson had to wait until she arrived at work to pay for the parking.
A regulation in place means that parking must be paid for within five minutes of parking a car, which Ms Hudson was unable to manage in the circumstances:
"I received not one but ten PCN (penalty charge notice) fines through the post claiming that I hadn't paid for a day's parking when I had."
She phoned the company and agreed to pay a £60 fine, whilst being reassured that she did not have any more outstanding fines or charges.
Ms Hudson subsequently received nine more PCNs through the post.
"I believe they are fully aware that people won't be able to pay within five minutes.
"I want this to be resolved not just for me but for everyone else in the UK who has been affected by Excel parking."
Who else is affected?
Ms Hudson has also voiced her concern for people who are physically unable to pay for parking within the five minute time frame due to disability or caring for young children.
She has since had a mediation phone call with Excel but they did not reach a settlement and therefore the issue will be taken to court.
She says she thinks she has a chance of having the fines waived.
"I believe I've got a case here. I shouldn't be liable to pay these fines.
"The not knowing is the worst thing."
Ms Hudson is now waiting for a court date hearing which she's been told will be within the next six months.
