John Holliday from Teesside Cannabis Club welcomes the report, but says more action could still be taken.

Pro-cannabis campaigners in Teesside say plans to legalise the drug are a step in the right direction, but more action must be taken.

It's after the Lib Dems produced a report suggesting specialist shops are set up to sell the drug to adults.

They project around £1billion worth of tax could be raised yearly from legal sales.

The report also suggests the establishment of small scale cannabis clubs.

The panel, which included Durham Constabulary Chief Constable Mike Barton, came up with the plans after identifying that current drug laws aren't working.

John Holliday, founder of Teesside Cannabis Club, has given his support to the plans but thinks things could go further.

He said: "The Lib Dems have always been quite open to the prospect of decriminalisation.

"It's unfortunate that it's one of the poorer parties that we have right now that are bringing it to the forefront of their agenda.

"But a conversation is good, and it's good that the public are speaking about it.

"It's already cost billions and billions, so why should we keep investing in a failed drug law?

"The government need to be looking at a way to deal with this.

"I think a sensible approach would be to look at other countries, just to try and take it out of the black market."

The Lib Dems will decide whether to adopt the proposals as party policy at its Spring Conference this weekend.
