European driver fined for swerving on road whilst 'filming his travels' near Swindon

A European driver has been fined by police near Swindon, after taking a video of his travels whilst behind the wheel.
On the morning of 17 February, officers spotted a HGV moving dangerously on the M4, between junctions 16 and 17. It swerved between lane one and the hard shoulder on several occasions.
When police drove past the vehicle, which was carrying 40 tonnes, they saw the motorist holding his mobile phone towards the windscreen.
When stopped, the man said he was filming his journey, on a rare visit to the UK. He was fined £100 on-the-spot, payable at the road side.
Officers issued the fine as part of a week-long campaign, launched by the National Police Chief's Council, to tackle motorists using their phone when behind the wheel.
'You should not be using a mobile phone illegally when driving'
PC Cox said: "This should not happen at any time. Regardless of the type of vehicle you are driving you should not be using a mobile phone illegally when driving.
"Next month on 25 March the legislation changes and will ban drivers from using their phones to take photos or videos, scroll through playlists or play games. This will mean anyone caught using their hand-held device while driving will face a £200 fixed penalty notice and 6 points on their licence".
