Detectives say they received reports of a rape and sexual assault on Brighton beach, between the two piers, early on the 8th September.
The two victims know each other and are being supported by specialist officers.
Two 19 year old men from London have been arrested on suspicion of rape, voyeurism and sexual assault by touching, and released on bail.
Police want to speak to a man they've released a picture of - they think he might have important information about the incident.
