Farnborough man fined after photocopy of passport found in his fly-tipped rubbish

The council used the contents of what was dumped to track him down

A Farnborough man has been slapped with a £200 fine after dumping 16 bags of rubbish in an alleyway.

The household waste was fly tipped in Church Path, Farnborough on Thursday 29 April.

Having examined the contents, Rushmoor Borough Council were able to track down the culprit after discovering a photocopy of his passport along with details from envelopes and parcels delivered to his home address.

When questioned later the council said the man claimed that he “thought the bin crews would collect them”.

Rushmoor Borough Council’s Cabinet member for Operational Services, Councillor Maurice Sheehan, said: “Residents tell us all the time that we should adopt a zero tolerance to the menace of fly-tipping, and this is a clear case where enforcement action is appropriate.”

She added: “We will always investigate such clear cases of fly-tipping and take whatever action is necessary.

“We have a ‘no excess waste’ policy which means that we will not collect extra rubbish left by bins which, as in this case, can be regarded as a fly-tip.

“We would also ask residents to make sure their bin lids are closed to prevent waste being dragged out by birds and other pests, and to make the collection safer for our staff.”
