New restrictions on phones in schools in Blaenau Gwent
Individual schools will be able to adopt the measures and implement them at their own pace
Blaenau Gwent Council has announced new restrictions on phones and devices in schools.
In an effort to improve learner behaviour, the council says the restrictions would stop schoolchildren from accessing their phones during the school day- unless there is an emergency or a pupil has medical or accessible needs.
The guidance, developed in consultation with schools and trade unions, will be shared with all schools and governing bodies across the borough.
Individual schools will be able to adopt the measures and implement them at their own pace.
According to the Council, the initiative responds to growing feedback from local schools about the challenges posed by mobile device use in classrooms.
Evidence from organisations such as UNESCO, Estyn, and the National Education Union (NEU) has also highlighted the potential negative effects of unrestricted device use on learning, behaviour, and social interaction.
While some schools in Blaenau Gwent already have their own policies in place, the new guidance aims to promote greater consistency across the area.
The restrictions will see:
- Mobile phones and smart devices must be switched off and stored during the school day, including break times.
- Exceptions will be made for pupils with medical or accessibility needs.
- Schools retain autonomy to tailor policies and determine appropriate sanctions.
- Staff and volunteers are encouraged to model responsible device use.
- Letters will be issued to parents/carers explaining why the guidance is being adopted and its benefits

Councillor Sue Edmunds, Cabinet Member for Children, Young People and Families, said:
"Research shows that restricting mobile phone use during the school day helps create a safer, more focused learning environment and promotes positive behaviour.
"This guidance puts pupils first - supporting wellbeing, improving behaviour, and helping them thrive.
"Headteachers told us that a consistent approach would make a real difference, so this is a proactive step that reflects our commitment to working in partnership to make Blaenau Gwent’s education system the very best it can be."
The restrictions will come into place after October Half Term 2025.
