Hampshire & Isle of Wight Constabulary confirmed that it was called to Pier Road at 9:37am on Tuesday following reports of a "suspected piece of unexploded ordnance".
A cordon is in place on roads around Clarence Pier, with people being urged to avoid the area whilst the device is disposed.
Hovertravel has suspended all services, whilst the Blue Reef Aquarium, D-Day Story museum and parts of Southsea Common have also temporarily closed.
Police say no homes have been evacuated.
