New multi million pound waste collection contract set to be approved in Hampshire

A new £24 million waste collection contract is set to be approved for up to eight years, the longest waste disposal contract in 2030.
A four-year single supplier agreement from which Hampshire County Council, schools and partner authorities during the four years will call off a contract for the collection, disposal, and recycling of commercial waste generated in their premises.
Executive Member for Countryside and Regulatory Services, Councillor Russell Oppenheimer, will approve the expenditure and enter into a £24 million Commercial Waste Collection, Disposal and Recycling Services contract, of which £8 million is to be funded from Hampshire County Council Directorate Revenue budgets, with the remainder funded by schools and partner authorities.
This contract manages commercial waste collection, disposal, and recycling from the County Council and partner buildings. It differs from the main waste contract with Veolia, which handles Hampshire’s Household Waste disposal. There are 15 categories of waste collected, which are paid based on tonnes collected.
The current waste collection contract covers 829 properties, including 164 owned by Hampshire County Council.
During the 2022/23 contract, Suez, the contractor, managed to collect, dispose of, and recycle a total of 8,902.88 tonnes of waste. Out of this amount, Hampshire County Council got rid of 1,858.31 tonnes, while HCC’s schools disposed of a whopping 5,756.543 tonnes, meaning that the schools alone were responsible for almost fifty per cent of the waste collected.
Partner authorities include Hampshire and Isle of Wight Fire and Rescue Service, Hampshire and Isle of Wight Constabulary/OPCC, and Portsmouth City Council.
The Hampshire schools spent the most on waste collection last year, with a total of £1,018,499.73, followed by Hampshire County Council £560,952.72, Portsmouth City Council £228,748.79, and Hampshire Constabulary £127,410.39.
The contract could last up to eight years, with a break of six years to coincide with the larger Waste Disposal contract in 2030.
A final decision will be made on Monday (September 18) at Hampshire County Council’s Executive Lead Member for Universal Services Decision Day & Executive Member for Countryside and Regulatory Services Decision Day.
