Two men fined over £2k for fly-tipping in Test Valley
One man was caught by covert camera following other incidents
A man from Broughton has been fined £1,213 for dumping a large pile of garden waste.
A routine visit by a Test Valley Borough Council (TVBC) officer to a site near Broughton on 24th November 2022, the fly-tipping incident was discovered.
The camera captured 69-year-old Michael Oakes dumping the waste, with his vehicle registration plate in clear view and Oakes admitted to the offence during an interview under caution.
He appeared at Southampton magistrates court in August, where he was handed the fine and ordered to pay a victim surcharge of £492 and full costs of £643.95.
Earlier this year, on 27th April, TVBC officers responded to reports of a fly-tip made up of four large black bags of household waste near Abbotts Ann, on a track known as Old Coach Road.
After searching the bags, officers were led to Elvis Stoica, however Stoica failed to attend an interview under caution after being invited to do so.
A notice to assist the investigation also went without response.
Stoica eventually appeared in court on 22nd August, where he was fined £1,000 and ordered to pay a victim surcharge of £400 and total costs of £620.50.
Portfolio Holder for Environmental Services, Councillor David Drew, said the results were ‘excellent’ and “further proof of our zero-tolerance approach to fly-tipping.
“We have a beautiful borough, and we will do all we can to make sure it is being protected.”
