Man fined for dumping fire extinguishers and manure in Plaitford

A flytipping prosecution was brought by Test Valley Borough Council

A man's been fined after 200 fire extinguishers, horse manure and wood shavings were dumped on Giles Lane in Plaitford.

The rubbish was found in May 2021, with Test Valley Borough Council getting a number of local people reporting the flytipping.

A vehicle was seen laden with the waste driving to the site and leaving again without it.

The vehicle was registered to Jack Fairbairn, of Wakely Road in Bournemouth.

He told Test Valley Borough Council that he'd sold the vehicle prior to the date of the offence, but failed to respond to requests to help with the investigation, and didn't provide any evidence to back up his case.

Fairbairn's been prosecuted at Southampton Magistrates Court and ordered to pay a fine of £2,500, as well as £471.50 in costs and a £190 victim surcharge.

FURTHER PROSECUTION

Test Valley Borough Council has also prosecuted another man for flytipping a mattress in Romsey.

28 year old Miron Constantin, from Chelveston Crescent, Southampton, left the waste in a field at Coldharbour Lane.

His vehicle was spotted on one of the authority's covert cameras in August last year, before being seen dragging the mattress out of the van and across a field.

He's been fined £3,333 at Southampton Magistrates, and ordered to pay £453.81 in costs and a £190 victim surcharge.

Test Valley Borough Councillor Nick Adams-King, said:

“I’m very pleased with the two results which show the seriousness of these offences. What’s more, our covert cameras once again prove their worth and they are placed up and down the borough. While we obviously don’t disclose their locations, they are always on the move, so the risk of being caught on camera simply isn’t worth it.

“My thanks once more go to the hard work of our environmental service team and legal service who work side by side in bringing these prosecutions forward. I’d also like to thank everyone who continues to report fly-tipping via the various means – we always act and seek to prosecute whenever enough evidence can be found. The My Council Services app, online, email or by phone can all be used to report this disgusting behaviour to us to act upon.”
