Wiltshire MP calls for Government to reconsider neighbourhood plan funding cuts

A Wiltshire MP is urging the Government to reconsider its decision to axe funding for local neighbourhood planning.

The funding was cut in June's Spending Review by the Chancellor.

But Brian Mathew for Melksham and Devizes believes it means we're heading towards a "two-tier" planning system.

Speaking in Westminster Hall, he told the story of how a local neighbourhood plan can benefit a small village.

He said that the village of Holt is a "perfect example" of what can be achieved when local people have the tools to shape their future.

"A parish councillor in halt recently reminded me of the success of Holt's first neighbourhood plan created in 2016," Mr Mathew said. "That plan shaped the development of a derelict tannery site into an award-winning mixed-use development combining homes and commercial space while preserving the villages distinctive character and history.

"Now nearly a decade on, Holt is updating its plan to address current concerns of residents like traffic, road safety and local infrastructure."

Mr Mathew added that these plans "empower communities", giving them a "unified voice" and results in developments that reflect the needs and priorities of local people, not just those of developers.

"We're heading towards a two-tier planning system," he said. "In one tier, more affluent areas, where the parish councils can afford to fund these expensive plans, will continue having a say in their futures and the other less affluent areas, lacking these resources will be left vulnerable to speculative development with little say, and even less resource.

"I would urge the government to reconsider their decision. Local democracy should not be a luxury available only to those who can afford to pay for it."
