Rutland County Council leader says rise in cases made lockdown "inevitable".
Oliver Hemsley says it was difficult for the county to not be affected.
It's claimed a national lockdown was inevitable, as Rutland was a small island in a big sea of Tier 4 areas.
County Council Leader Oliver Hemsley says if people weren't listening to the rules, then the measure was needed.
He's raised concerns.
He also says people coming to the county, or travelling from it, to work, increased numbers.
