Traders claim a trial road closure in Paignton is damaging their businesses and causing stores to close.
Since September the busy Torbay Road, near the seafront, has been closed as part of the trial - which feeds into wider regeneration plans.
Traders say around 2,000 people have signed a petition against the plans and they hope to make their voices heard at a council meeting next month.
