Police appeal for information about public order incident

Police are appealing for information about a public order incident which occurred at around 2pm on Saturday 17 April in the Hoe Approach area of Plymouth.
Police would like to hear from anyone who was in the area at the time and may have information about the incident.
Officers would also like to hear from anyone who may be able to help identify the man pictured because he may have vital information which could assist their enquiries.
