David Cameron has announced the intention for a blanket ban on the substances.
But there are fears that they would instead be sold on the black market and become more dangerous.
Jacob Ideal has a shop in Newcastle, he said: “I think it’s going to be a bit more detrimental to the country than people think.
“Obviously a lot of people are still going to want to these kind of vices so this could push a lot of it underground, which is going to make it even harder for police to manage.
“I think we should just put more effort into regulating things.”
A Darlington shop owner who used to sell them agrees, he wants to remain anonymous but said: “They're just going to be totally unlegislated aren’t they? They’ll put anything in them.”
