Door staff at Durham’s bars could breathalyse people on the way in.
Under plans announced by the City Safety Group, the breathalysers will be trialled at some bars and people who are too drunk will be turned away.
Volunteers will then be called to help the person get home.
The group which is made up of representatives from police, the council and the university met about safety concerns in the city, following the death of three students in the river in the space of 15 months.
£50,000 will also be spent on a safety education campaign.
It was also announced that there will be an independent riverside safety review in the next few months.
A safe haven has been set up in the city centre manager’s office in Millennium Place to help drunk and vulnerable people.
A night-bus service has also been reinstated.
