West Winch Man Convicted of Sexual Assault

A 47-year-old man from West Winch has been convicted of sexually assaulting a woman and has been banned from approaching lone women in public under the terms of a court-imposed order.

Kelvin Morgan, of Watering Lane, was found guilty at Chelmsford Crown Court last week of unwanted sexual touching of a woman over the age of 16. The offence took place inside a private address on January 17, 2024.

Morgan was sentenced at the same court yesterday (Monday, May 12) to three months in prison — time he has already served on remand since his initial arrest last year. In addition to his custodial sentence, he has been placed on the Sex Offenders Register for seven years.

He has also been issued with an interim Criminal Behaviour Order (CBO), which will remain in place until at least a further hearing scheduled for June 13, 2025.

The CBO includes eight specific conditions, four of which directly apply to interactions with members of the public, particularly women. Under the terms of the order, Morgan is prohibited from:

  • Approaching, touching, or attempting to communicate with any lone female not previously known to him, unless the interaction occurs as part of the woman’s professional duties or in a genuine emergency.
  • Requesting that any lone female place her hand inside any of his pockets located below the waistline, anywhere within the County of Norfolk.
  • Approaching any person under the age of 16 without prior consent from a parent or guardian.
  • Making any unsolicited explicit sexual comment, suggestion, request, or gesture toward any female within the County of Norfolk.

The remaining conditions relate specifically to carers and NHS staff, reflecting additional concerns raised during the investigation.

Authorities say the interim CBO is a safeguard intended to prevent further offences and protect the public while a more permanent order is considered.
