37 dogs have been seized during the search of a property in Bawburgh, near Norwich.
Officers carried out searches on Friday (November 10), also recovering 20 kayaks and machinery including a digger.
The dogs are currently being cared for by the RSPCA.
A man in his 40s has been questioned on suspicion of three counts of theft and released on bail.
