Health bosses in North East Lincolnshire feel it's better to stay in tier 3 ahead of Christmas, with the protection of tougher guidance.
Rates in the area have gone down.
There's been an increase of 193 cases over the last week, compared with 254 new cases reported the previous week.
However the number of hospital cases remain high.
