Citizens Advice says around 40% of residents affected are families with children and 42% are already in work.
The charity's helped almost 790 people since March last year.
Laurence Waylett says losing the 'lifeline' will lead to more debt and hardship.
"I imagine it's going to hit people quite hard, particularly those that are already very close to the poverty line who may struggle to pay for their bills, pay for their essentials, to maintain payment to creditors.
"I am sure the knock-on affect we will see is more people presenting with debt issues.
"A lot of clients also need help with food, so we've had to signpost them to foodbanks to assist with just supplying the basics.
"I would expect this reduction will increase these numbers."
