It happened at around 11pm on Thursday night on Runshaw Lane.
A grey Fiat Punto heading towards Leyland came off the road near to the Plough pub and hit a tree.
The female driver and the male passenger - who are both thought to be in their early 20s - suffered fatal head injuries and were pronounced dead at the scene.
Sgt Malcolm Bell, of Lancashire Police, said: “We are trying to establish the circumstances around this collision. “We would be particularly keen to speak to anyone who saw the car before the incident, or witnessed the accident.
“If you were in the Euxton area and saw this vehicle last night, I would ask you to get in touch.”
There's an appeal for witnesses to the crash - anyone who saw the car is being asked to call 101.
